I miss a tool to create squares or circles. Selecting an area , fill it,  
selecting an inner area and filling it with the background colour in order to 
get a frame is not an option.

Given that we are all volunteers working on GIMP in our spare time and not
getting paid for it, you could perhaps have put this in a less demanding way. 
In any case, it has been requested many times before, and we all understand how
important it is, and there is a high likelihood that such a tool will be present
in GIMP 2.4.
