LegacyDir only seems to create one level of menus.  Menu items in 2 levels of
subdirectories show up in OnlyUnallocated instead.

Just do LegacyDir and have a desktop file in a subdirectory of a subdirectory of
the legacy dir.  For example create
/opt/kde3/share/applnk/Applications/Subdirectory/whatever.desktop and include
KDELegacyDirs in the .menu.

Think this is a dup of bug #167934 - re-open if you can reproduce with CVS HEAD.
