Gimp stores the user settings in a .gimp folder in 
the root directory of the user's home directory.

This might be correct on Unix/Linux systems, but it is wrong on windows 2000/XP
systems.

The .gimp folder should be stored in the "Application Data" folder,
which is in the root directory of each user's home directory.


Example: 
(these are German folder names, because i don't know the english counterparts)

Wrong:
C:\Dokumente und Einstellungen\Username\.gimp\

Correct:
C:\Dokumente und Einstellungen\Username\Anwendungsdaten\.gimp\

See bug 164075 - merely selecting another directory is not enough. 

You can use GIMP2_DIRECTORY to specify the location for the user settings.
