Detached Toolbar Wrapped

As for now when detaching a toolbar, it will stay as is as one row or column. This is a PITA really, because under these circumstances detaching doesn't make sense since the toolbar will just be in your way while working. At least (compare bug 135287) when detached the toolbar should be in a resizeable container within a tool-window, à la gimp.
What application is this? Are you using GtkHandleBox?
No application in particular. It's always hard to tell which ones are actually using GtkHandleBox, and which ones are Bonobo stuff. But this came to my mind when I saw a screenshot for the port of Inkscape to gtkmm and they are using GtkHandleBox, I'm pretty sure. However, I've not seen _any_ gtk-application where this would work as I expect it to, so I'm sure that it doesn't. With this working the often araised discussion about applications having a toolbox (e.g gimp, glade) or not (e.g. inkscape, abiword) would be obsolete, since you can just have both.
