This can be an intersting feature but it has to deal with nautilus. 
The only job of Epiphany would be to say to Nautilus : "Download this URL".

I'm not sure this is good or not since it would require users to run Nautilus
with Epiphany, it's not always the case.

A deal would be, for epiphany, to allow customize the download command. So
people can choose :

nautilus-download %s
wget -c %s 
....

this can be a very useful and can be hidden somewhere in gconf, not in the UI.

Just one comment.  Wouldn't an external download program cause problems when
downloading from authenticated www servers?  I mean, if I put a file in a
.htpasswd protected area, wget will not be able to download it, right?  Other
sites may use cookies for this...

Tha plan is just to use an external program to display all the progress
notifications; the downloading itself will continue to be handlered by Epiphany.
