Sometimes you just end with the file icon hiding the trash icon beneath it. When dragging files to the panel, the mouse cursor changes into a cross-like one. This does not happen in file operations though. Also, when dragging over something, even if the icon of the dragged file is large, its whole area isn't used to check if it's "touching" the icon beneath, but a rather small area. Perhaps this should be changed, since it seems like the main cause of the problem.
