Launching galeon from the command line with "galeon http://foobar" will open a
new window disregarding the "open in tabs by default" configuration option.

This is Debian bug <http://bugs.debian.org/190297>, please see the bug for a
mail from Roland Stigge explaining this should be the case (I'm personally not
sure whether this should be the case or not).

Actually, I have some code that brings back the old Galeon 1 behaviour of
creating a new tab if there is a window available on that workspace, and a new
window otherwise.

If 'open in tabs' is not set, it will always open in new windows

I'm not really sure that's a good idea to open in new tab by default when
launched from independent context (as opposed to middle-clicking link on page).
When I open page from external app, it usually isn't related to current window
contents at all, so opening it as new tab makes little sense. I'd prefer
bringing old behaviour back, or at least (*yuck*) hidden pref.
