Insert 'non-ascii' characters into the text fields.
Sound juicer will write that into the id3 tag directly, where as it seems that
converting to iso8859-1 is required.

Muine and Rhythmbox auto-convert the tags from latin1 to utf-8, so show broken
fields. This is apparently 'correct' behaviour.

As I understand it, the GStreamer tag library works with UTF-8 and should
convert where required?  Is this a bug in GStreamer, usage, or in other
applications?

Are you talking about id3v2 tags (put at the beginning of files) or id3v1 tags
(put at the end of files) ?
id3v2 tags should be properly encoded by gstreamer, id3v1 tags don't have their
encoding specified by the id3v1 spec, so writing them as utf8 is as correct as
converting them to iso8859-1 and writing them.

Could you provide a file having issues to be imported by rhythmbox ?
