1.  Open an image in any format (my example was 512x480)
2.  Image -> Scale Image... 
3.  Leave width and height locked, change height to 400
4.  The interpolation quality makes no difference, but I have it defaulted to
Cubic.  
5.  Apply
6.  The resulting image is very bad quality, as if interpolation is stuck on
None or worse.  Lines that should be smooth are very jagged.  

I can put some examples up on the web if anybody would like to see them.
