Description of Problem:
When a panel is placed on the side of the screen then right-clicking any
applets that are near the bottom of the panel produces a displaced menu
which must be scrolled to display all items, despite the fact that the
menu has enough space to accomodate all options.

Steps to reproduce the problem:
1. Move bottom panel to either side of the screen
2. Ensure that an applet such as the workspace switcher is placed at the
very bottom
3. Right click the applet

Actual Results:
A menu with enough space to accomodate all items appears, however many
items are missing and the menu must be scrolled down to show the missing
items.

Expected Results:
As the menu is drawn with enough space to accomodate all items, I would
expect the items to be visible without scrolling.
