Page Up and Page Down should scroll large images up and down
(I'd recommend Ctrl+PageUp or Ctrl+PageDown for moving to the next Image in the
image collection or next page in a multipage images).

Maybe it is the GTK widgets that really need to be fixed?

It is scary how many GTK developers think it makes sense to use Page Up and Page
Down for other tasks besides the obvious ones.
