Description of Problem:
When changing the screen resolution (to a lower setting, then back to
the normal higher setting) items on the panel (applets and launchers)
are placed in different locations than they were previously. 
(Resolution changed using the associated gnome app.)

Steps to reproduce the problem:
1.  Lower the screen resolution
2.  Return resolution to previous setting

Actual Results:
When the screen is redrawn, items on the panel are in different
locations.

Expected Results:
Panel items should be placed back where they originally where, so they
don't all need to be manually moved back.
