The file 'Locations' is unneeded in the repository I think. It's existance
causes people to update it and submit patches to it.

If people confirm it's unrequired, I would like to remove it from the
repository. Do you need permission from the release team to move stuff into the
Attic?

I've removed this in CVS HEAD. If people find anything wrong. Please reopen this
bug and add appropriate comments.
