When trying to open a file that doesn't exist, GIMP gives the user two separate
error message dialogs, one saying fe.

  GIMP Message -- Opening foo.jpg: Plug-in could not open image

and the other

  Jpeg Message -- Could not open foo.jpg for reading: No such file or directory

Technically such verbosity is sort of acceptable, but from user point of view it
 rather sucks. Made me first wonder if I tried opening two files or something.
