1. Download icon theme that you don't have in your system from http://arts.gnome.org
2. Open gnome-theme-manager
3. Click 'Theme Details'
4. Click 'Icons' tab
5. Click on the Install Theme button
6. Search icon theme you just loaded and press OK
7. Now if you check icon theme is found from ~/.themes/ even though it should be
in ~/.icons/ => it can not work

Workaround: copy themedirectory from ~/.themes directory to ~/.icons

This happens every time. Also drag and drob behaviour is the same.
