It would be nice if dia files would include an appropriate DOCTYPE. Therefore,
PUBLIC and SYSTEM identifiers (which I can't find currently) should be allocated
for the DTDs. Furthermore, an XML catalog would help us at Debian to register
those ids locally and streamline the XML handling system.

I tried once adding it in app/load_save.c, but it didn't seem to get into the
file.  Maybe I was doing it wrong.
