Need Offline / Online Preference or Applet

Gnome needs a panel applet to set yourself to either online or offline. Programs such as Gaim and Evolution could then tie into this setting and turn off email checking and/or instant messaging. I know these programs don't live in this bugzilla but I think it would be a solid enhancement to the Gnome desktop if we had a preference like this. For instance, I often set my Evolution to Offline (so as not to download messages while I use webmail) as well as turn my Gaim offline (so I can login via another computer or handheld) and it would be very nice if these programs could read a single property of whether I was on or offline.
Looks like this idea was also proposed on desktop-devel-list, here: http://mail.gnome.org/archives/desktop-devel-list/2004-July/msg00111.html However, I have no idea which product/component to assign this bug to. I guess I'll just cc Havoc and Marco since they posted on this topic on that list. :-)

There's a big GNOME question of where all the little hardware handler daemons live (network link handler, volume manager, etc.) First cut I'd say is control-center
In thinking about this more, it does seem that it makes more sense to be able to just turn your entire network connection off in a friendly way (so your other apps don't complain the second you do it). For instance, I'd like to be able to login to another Jabber session so just setting my current Jabber connection to "offline" wouldn't be good enough. The 2 connections would fight with each other. Control center sounds good to me, although I'd like to get an applet for quick access, since I personally would use it often.
