Epiphany isn't so great at reading web sites unless you have a scroll mouse.

1. Type in a web address, say CNN.com.
2. Wait till the page loads.
3. Hit the "down" arrow key.

Expected Result: The page scrolls incrementally down, as you read the article.

Actual Result: The browser scrolls all the way to the bottom of the page.

I'm using Epiphany 1.2.5 and I don't face any problem stated here.

Do you have caret browsing enabled perhaps? Try to toggle it off by F7 key.

That solved it, but I have no idea how someone would find it out.  I must have
hit that key on accident because I swear it wasn't like that before.  Thanks

This bug should be closed.  It was a caret browsing problem.
