run gst-register after installation in gst-plugins.

just adding install-exec-local: gst-register-@GST_MAJOR_MINOR@ in the toplevel Makefile.am will do it, I guess.
It should not be done after installation, because that assumes that the building computer is the same as the running computer. It should be done in the post-installation step in RPM/deb building. This has been suggested before several times, btw.

[I do not feel as strongly as I used to feel about this, so this is all prefixed with a big FWIW.] It is a packaging issue, indeed, but it is also just another annoyance for our dear and cherished alpha/beta testers, who build cvs/development tarballs periodically... Also, I hear packagers love stuff like gconf's --disable-schemas-install and so on on configure scripts, which always seemed (to me) the correct way to handle this "'make install' is not real installation" thing, which though correct and very much needed, is really needed only by the 0.00001% of the people out there, namely those doing packaging. Oh well. NOTGNOME it is, I guess. ;-)
