We currently have:

- Menu: View -> Popup Windows
- Preference:  Privacy -> Allow popup windows
- Tooltip: "%d hidden popup windows"

As marco mentioned in bug #111930, we should make sure that these terminologies
are consistent.

The menu position (Currently next to 'View Source') probably needs to be changed
too. Quoting marco from bug #111930:

I think current position of the menu is not correct though. I think it should be
either in his own group, after the first one, or in the first group.

Another alternative is:

Toolbar
Bookmarks bar
Statusbar
------------
Popups
Fullscreen
------------

The first group acts on parts of the window, the second on windows itself. Maybe
a bit too abstract though.

In Epiphany 1.2.7, there is no "Popup Windows" under the View menu. Also, where
does the tooltip come from? I'm not seeing that either.

Adding usability keyword.

The popup blocker is new in 1.3. The tooltip is in ephy-window.c in
sync_tab_popup_windows().
