In order to support accessibility at login time, gdm needs to be aware that it
may not be the only thing displaying on the screen (an on-screen keyboard may be
displayed, a magnified window may be displayed; others in the future as well). 
Therefore gdm should respect WM_STRUTS so that it can know to not overlap with
these other window(s).
