Wireless Link Monitor shows wrong signal strength value

My wireless link monitor shows my signal strength to be 95% (+/- 2%) Running '/sbin/iwconfig' gives the following output: ra0 RT2400PCI ESSID:"wlan-ap" Mode:Managed Channel:1 Access Point: 00:04:ED:05:0D:02 Bit Rate:11Mb/s RTS thr:off Fragment thr:off Link Quality:75 Signal level:41 Noise level:0 Rx invalid nwid:0 Rx invalid crypt:0 Rx invalid frag:0 Tx excessive retries:0 Invalid misc:0 Missed beacon:0 Why does the Wireless Link Monitor show 95% when iwconfig shows a 'Link Quality' of 75%? The config tool that comes with the wireless card reports the signal strength as being 75%, and seems to be using the 'Link Quality' for this. Also, the same card under Windows shows the signal strength to be about 75% too.
