When I download OFX files from my financial institution, the <BALAMT> element
found in those files has no effect on my local GnuCash file. It would be nice,
especially when I'm importing these files for the first time (e.g. new GnuCash
file), if this element would set something like the opening balance.

The other bug is not exactly the same, but almost. It's easier to keep track of both "initial balance" enhancements in one report.
