Run any app, such as gaim, under Win32.  Enable a Keyman keyboard (see
www.tavultesoft.com).  Type anything.  You will still get Latin letters.

Don't use Keyman, then. Switch keyboard layout using the taskbar (after 
installing additional layouts in the Control Panel). Marking as dupe of 129295, 
which also is about Keyman.
