1. load one site into a tab (I used news.com).  let it complete loading.  notice
that type-ahead link finding works correctly.

2. load a second site (I used cnn.com) into a second tab in the same window. 
Before it completes loading, use the mouse to click on the first tab and return
to the previous site.

3. now, attempting to use type-ahead link finding does not appear to work.
pressing the 'enter' key will follow a link on the second site, and one can
notice that the tab will load new pages, key presses get recorded in forms on
the second site.

Correct behavior: the keyboard focus should be in the foreground page/tab, and
never remain in a page that is in a background tab.
