[mpeg2dec] re-enable mpeg2dec user_data support

The user_data support in mpeg2dec plugin was disabled to fix bugs in spider or auto plugging. Please fix the other bugs and re-enable it.
David do you have more information about this? What is user_data support?
user_data packets are part of the mpeg2 standard. DVDs can include closed captioning data in these user_data packets. I think perhaps other mpeg2 source may do similar but I'm not sure. And I have no idea what the general way to handle that data is for arbitrary streams. When mpeg2dec element still supported user_data output I had a little DVD test to decode those packets with the vbidec element and print the CC data to the console. I was thinking future DVD players would use that functionality along with text overlay elements to provide good closed captioning support.
Tempted to close this and dup it to the more general bug #678146. If possible, this should probably be done in the demuxer or parser, so we don't have to add support for this to every single decoder. (Setting NEEDINFO for other opions before duping it, in case there's something I'm missing).
