1. choose some submenu, say accessibility.
2. Delete all the menu items from there.
3. Now try to open the empty submenu, A small dot is shown.
4. Now try to add some items into that submenu, There is no way u can do that.
I Feel that there should be a menu item <Empty> for empty submenus, so that one 
can insert items to empty submenus. Think of situation when u accidentally 
remove the last item in a submenu and want that back?
If usability people can comment on this, I can soon attach the patch for that.
