It seems the QA contact is not always set (at least for gnome-panel). Looks like
it happens to bugs reported through bug-buddy.

Created the patch for bug-buddy-import.pl. My local bugzilla-new also uses
mediumint for initialqacontact, so should work ok (haven't tested it).
