If you have a tool for configuring your clock (redhat-* gnome-system-tools...),
after changing the time with it you need to wait until the next minute change in
order to get this change showed in the applet.
Maybe we need to add a wait to the spawned proccess and call update_clock()

In gnome-panel-2.6.0-9 from Fedora Rawhide (pre-release of FC2 test3) I see
similar behavior... except that clock-applet is not updating until the
gnome-panel or the applet itself is restarted.  All other system clocks and date
commands are reporting the time change immediately.
