In the gtk+ save file selector, clicking the "save in folder" box gives a
dropdown list with common folders to save the file in. It provides a
horizontal separator between the default "common folders" and the
user-added ones. It is possible to select this separator as a folder location.

I have tested this in Epiphany and Gedit and got the same results. I am
using Gtk+ 2.4.0.
