When moving through menus in the panel Mac-style (holding the button down
and releasing on the desired entry), passing through the last accessed menu
item causes an unwanted drag operation.

For example, if I select Applications->Control Panel in the main menu, and
then later drag through that menu item again on my way to some other item
below it, the operation becomes an object drag on that menu item, as if
I were trying to copy it somewhere, which is not intended.

This bug has been reported before and I believed it was fixed, but either
it wasn't, or has come back.

When I look in the database, the bug report is gone.  I don't have the
number, but it was one that I reported and should show up in my bug
list.  Then again, several other bugs I've reported aren't showing up either.

I tried several searches to find the original report which was a duplicate
of some others, but cannot find any references to it in bugzilla.
