When trying to open a jpeg or png file that doesn't exist, two windows pop
up, which is rather annoying; one as "GIMP Message - Opening 'blah' failed
: Plug-in could not open image" and the other "Jpeg/PNG Message - Could not
open 'blah' for reading: No such file or directory"

This is a know problem and has already been reported
as bug #92604.
