The icons in stock/ are installed in the hicolor directory. Though, not
being listed in the freedesktop index.theme, lookup doesnt work.
I have no idea if stock/ is a GNOME specific extension or if it needs to be
added to freedesktop index.theme. If so let me know and I'll get it fixed
there.

Damn it.  I have no idea what the set of mandated subdirs are.
The simplest solution will be to get stock added to hicolor if possible.

I guess we need to add them to hicolor then.
I'll try to get that done (although i don't have a freedesktop cvs
account atm).

I'm raising another red flag on this bug and bug 132905, just to make
sure they don't get dropped and don't continue screwing testers (which
it currently is for me, at least.)

This is similar but not a dup.
The problem was that the 0.2 version of the hicolor theme did not
include stock.  You need the recent (yesterday) 0.3 release.

There are no .pc files or anything helpful to test the version right
now.  Packagers just need to 'do the right thing'
