Description of Problem:
Well, Fitts law should apply to the window borders
the same way as it applies to the panel. Like, if
i have a maximised window and i want to kill it i
should be able to give the mouse a flick&click and
kill the window.

Steps to reproduce the problem:
1. maximise a window
2. flick the mouse into the top right hand corner
and click in an attempt to close the window

Actual Results:
The mouse actually grabs the window as if you want
to move it

Expected Results:
The window should close

How often does this happen? 
Every time

Additional Information:
This should apply to all the buttons btw
