Here you have the needed files to add the "Language and Culture
Preferences" capplet.


The Language and Formats tabs are finished (perhaps they need small bugs
fixes, but the basic functionality is finished).

The Input Menu does nothing, there I will try to move the keyboard layout
tab from the keyboard capplet, but I prefer to add the capplet as it's now
so we can improve it and then try to give a good proposal to move the
keyboard layout later.

Could I commit it?

My first patch is wrong, the libicu library is not the correct one.

You should use the second and the third.

I think there's enough agreement that a capplet like this is desirable
put it in CVS to make it easier to share.  We can decide whether to
ship it or not later.

The capplet is now at cvs.gnome.org

As we talked, it's disabled until the libicu dependency is removed.
