consider adding license information to the module info struct

We've recently WONTFIXED a number of enhancement requests for image loaders partly due to licensing concerns. Adding some form of license identification to the module info struct would allow apps to avoid using loaders with an inappropriate license. I think gstreamer does something like this.
I think this should just be a way for image loaders to expose information about their license, applications can then use the "disable individual loader" feature to disable the loader if the license is not compatible. I don't think gdk-pixbuf should do "license arithmetic" itself to figure which licenses are compatible...
