When clicking a link a user would expect it to Open the link, currently it
opens and if it can't it fallbacks to Save.

As I see it there are three different scenarious when clicking a link.

1) It goes to another webpage, handled by Epiphany.
2) Goes to a file that can be handled by an installed application, it's 
   opened in that application.
3) It's not handled by any of the two above and currently saved. I think what 
   should be done is to popup a dialog asking the user what to do:
   [Cancel] [Save] [Save As]

Not sure about "Save As" but that comes from another problem with the
current system :)

Closing because downloading and link clicking in Epiphany now KICKS ASS!

on this one.
