Steps to reproduce:
1.) Create Auto-Hide Panel
2.) Move Mouse over panel so panel is visible.
3.) While panel animation is happening, move mouse out of the way of the panel.
4.) Panel will stay visible.

I noticed that my auto-hide panel was staying visible a lot yesterday (and
so I filed bug 128412, because that was the first way that I figured out
how to reproduce it).  I think that this happens much more often than the
problem reported in bug 128412, and was the main cause of my problems.

This bug has the same affect as Bug 128412, but describes a different
set of actions to reproduce it. It may be a duplicate, or may be same
symptom/different problem.

This one is a duplicate and is fixed, the other one (128412) is not fixed.
