Add a pop-up menu to the composer toolbar for selecting the language. This
would affect the default spell-checking dictionary, the "On DATE, PERSON
said:" attribution, the Content-Language header, and various other things.

this language option menu should NOT change the "on date someone wrote"
attribution string. we want that string to be user-configurable and not based on
any locale information.

Hello,

the string must be somehow configurable (or selectable) in the composer dialog. It is dependent on the email I'm composing at the particular time and on the contents of the message. And that is exactly what the reporter suggested. I think the original proposal makes sense.

As a side note, this looks very disappointing. It will soon be three years since the bug has been filled and no progress whatsoever, only three people having written reports about working on it and then dropped without giving any notice. Such a trivial bug!

Hello, the hopeless state of things with this bug, the ignorance of developers with respect to mail-followup-to and mail-delivery-to headers and constant crashing of evolution (usually big troubles when upgrading to a newer version but with the latest version pretty much everytime I try to sent an email) have made me switch to another email client. Sorry for the strong words.
