When a new tab is opened (either through Control-T or File->New Tab) the
cursor does not go to the location bar. Instead the user must either click
the location bar or press Control-L to be able to enter a URL. Since the
user's goal when opening a new tab is to enter a new URL the cursor should
be  already at the location bar (as it happens in other browsers e.g. mozilla)
