The character for the numeric fraction ('.' or ',') is taken from .po
files, though this piece of information is provided by libc, see
nl_langinfo(). IMHO gcalctool should use this one.

This way it doesn't rely on the translator's work. Actually, the .pot file
contains a single "." without any explanation or comment, so translators
might not even realize that this stands for the decimal separator
character.

Furthermore, users can alter it independently of the language (by setting
LC_NUMERIC).

I'd like to make this a little simpler, so
I've reopened bug #122373, and I'm closing this
one as a duplicate of that. When I have a fix,
this will then allow Stefano (in Italy) to test
whether it works for him (with "," as the radix
char).
