The filters menus in the GIMP have kind of grown in the past few years, to
the point where we need to address the issue of how they're organised.

Of course 3rd party plug-ins can put themselves wherever they want, but we
should examine the structure of the menus at least for the plug-ins we
distribute, including scripts. It would also be nice to have
reccommendations for placements of 3rd party plug-ins.

This will not happen for 2.0, so I am setting the target to 2.2. It would
be nice to have a sketch outline for the new menu outline before 2.0, so
that we can address this early in the next development series.
