I have Alt-Up as a hotkey.
If I press Alt, press Up, release Up and then release Alt in this order, 
gkb toggles the layout.
However, if I release the two keys in swapped order (Alt first and then Up) 
then nothing happens. This is very uncomfortable, the layout should be 
toggled in this case too.

Confirmed on 2.4.x. Not sure this is a very big problem though.

IMHO it _is_ a big problem. I've been unable to get used to this
behavior in the past nearly 2 months even though I know that the
problem is this. Other users might not even discover that the
behavior depends on the release order, they might think it's just
randomly working or not working.

Anyway, this bug has been reported by someone else, so marking as
duplicate. Patch is available there.
