From an xterm, killall metacity, and when it has restarted, try to use
ctrl+alt+arrows, or alt+tab. This doesn't work. I'm using sloppy focus if
this has any incidence on this bug.

Maybe no window is focused, see bug #84564 - mark as dup if you think
it's appropriate (if focusing a window makes keybindings start working
for example).

It starts working as soon as I focus a window, closing as a dup of bug
#84564
