Currently the only place a topic can be dragged to is the bm toolbar. 
This bug is to define Epiphany behaviour when topics are dragged elsewhere.

a) To the main browser view: open all items within the topic (up to a
certain maximum??) thus resolving bug 108143.
b) To the Trash: delete topic
c) To the desktop: create a folder with URL launchers, named after the
topic (something Nautilus should do?)

...more suggestions welcome.

No, but we still have topics in the bookmark editor, and dragging them to the browser window does nothing. Do you think that is satisfactory behavior? Because I don't. ;)
