in RTL mode the menus mirror image their layout but the left/right
keybindings still operate on the implied LTR layout.  The attached patch is
an attempt to fix that.  It behaves as expected, but may be too low level
for this.

I marked this as a duplicate of bug 107258, though that is
slightly different - more talking about submenus than
menu bars. There is some discussion in there of how to
handle RTL-dependent keynav there.
