Description of Problem:
I could not move the panel or change the
configuration of a "free moving panel" if more
than one icon is inside the panel.

Steps to reproduce the problem:
1. add a new "free moving panel", "edge panel" or
"floating panel" to the desktop
2. disable the "hide-buttons" of the panel
3. add or drag and drop more than one icon to the
panel (you could add only the first icon. I think
also a bug?)
4. try to change the panel-configuration or try to
move the panel
5. I fail to do it. I think this is a bug, or not?

Actual Results:
No ability to change the configuration or move the
panel on the desktop

Expected Results:
I would expect to get the configuration dialog if
I press <ctrl>-right or something else with the
mouse. Perhaps <ctrl>-middle mouse to move the
panel...

How often does this happen? 
everytime

Additional Information:

gnome-panel 2.2.0.1

I don't know if all is translated correct, because
I use the a german panel. If not, say what I
should explain better.

This will be fixed in GNOME 2.4.
