Manipulation of svg shapes in the drawing
that would help a lot to use effects

We don't even load nor write SVG yet. Your request is a bit too
unspecific to be helpful at all. I propose to close it as duplicate of
earlier requests for better vector support.

On a related note, I'd like to see import and export of simple SVG
paths in combination with the new vectors tool.

FYI, the related reports are in bug #68915 (editing vectors) and bug
#6893 (general support for vectors and import from xfig).  I suggest
to mark this one as a duplicate of bug #68915.  When vectors are
implemented later, it could make sense to submit a new enhancement
proposal for importing/exporting SVG files.
