I move the mouse to the right-hand side of the screen such that the
following happens (for Red Hat 9):

1. Using Alt+F1 pop up the menu.
2. Leave the mouse pointer on "Help" and do NOT move/use the mouse for the
following steps, use ONLY the keyboard.
3. Using the arrow keys, move the cursor to "Internet >" so that the
submenu opens to the LEFT.
4. Press the right arrow key to select "Internet >".
5. The cursor is on "More Internet Applications >" which opens a submenu to
the RIGHT.
6. The mouse pointer can be seen pointing to this submenu.
7. Press the down arrow key to move the cursor to "Evolution Email".

Instead of "Evolution Email" being highlighted, all submenus collapse and
"Help" is highlighted.

I see this, using GNOME 2.4.

This looks like a bug in GTK+ menus.

Note that the steps described are Ximian or RH specific (I don't have
those submenus) but you can reproduce the bug using the popup menu of
the panel, e.g.
