In the Bookmarks sidebar, after creating a new folder, bookmark items
cannot be dragged to the folder -- the widget draws a box around the
folder as the bookmark item is dragged onto it, but (unlike for existing
folders that already have items) the bookmark does not get moved to
the folder.
